I think that part of the point of having a named, regular, person is partly so
that people in the local lists know who to contact about trivial issues that
don't need to be broadcast to the entire list. Also to get clarification or to
get things quickly onto all lists. Likewise the other way around, from
international lists to local lists.
I think it's likely to be a role that keeps a person quite busy so i disagree
about it being the job of the leader of a local list. It might be better to
delegate different jobs to different people if possible. However, i think
that's something for lists to decide for themselves.

+1. In fact, this task could be performed by anyone available when needed,
not a specific person.
So, the general idea is that all contacts follow the global marketing list
and contribute, and only when they cannot because of a language barrier, we
someone else is the "gateway".
I really would like to avoid a situation where we build "closed circles"
and nobody knows what the other team does.
+100. I fully agree with that !!! Including issues discussed in private
lists, when they become to a consensus, apply them to the public lists for
discussion also.
