Actually the logo currently used in LibreOffice splash screen and the green headers
(white with no TDF subline) isn't there as well.

But, going back to the proposed community template, are you suggesting
that the logo would look better with the "page icon" filled in white as
in the flat logo?

If we are removing the green header then yes. I assumed the page icon was only
removed because of that redundancy.
(I'm not sure if this is what you are asking about).

We could indeed imagine a "negative" version of the community logo. By
"negative" I mean the logo as it is displayed in the recent version of
LibreOffice (the 4.0.x branch) where the splashscreen has a green
background and the logo itself is white.
