Really - for who. I just don't see the benefit of having this at a page
level on the disc image.

Right - well, that is my point I don't see the benefit in this case, or
put another way, I don't see the use case where this makes much sense to
a user.
Someone starts the en UI and then on some sub page they decide, now let
me see this in fr.
If we stick with what we have now then the person viewing say the
add-ons page in fr is going to see all the dictionaries for all the
languages on the disc anyway, for an example.
