The sub-menu is directly placed
below the main menu (if required on that page).
I personally don't like such menus under the other menus.
The top-menus are "starter" and the sidemenus are bringing deeper
information.
The main text will 'always' pop up and down and that will make the side
restless. With this second menubar the most pages will get a scrollbar.

Then you will have three of this menubars. No text will be on the
visible page. (Ok, this is a little bit exaggerated ;-))

Indeed ;-) I'd rather try to get rid of the sidebar completely.

Another nice side-effect is the search functionality (once being
available) is well integrated and also provides visual feedback if used
(usually, search leads to somehow "nowhere" on other pages).
Maybe we can put the search on the right top.

Search is a common functionality the site should have, the frame when
active is not necessary imho.

What I like concerning your sketch:
- using the whole width of the container for content
- shifting the triangles to the background
- the look of the main menu bar

-- subpages could be made easily availabe by a dropdown menu which is
pretty common, eventually semi-transparent

- a more colorful appearance - although the choice of the brownish
button in the middle is somehow suboptimal  ;-)
- an 'emotional' eyecatcher on top with alternating pics

-- which I do not imagine as screenshots or similar, but rather seeing
office/business snapshots with smiling faces implying easy and decent
results in a relaxed atmosphere
