I don't think it's un-needed, or to put it otherwise: it is just as
unneeded as the source and SDK downloads, as most users will not touch
that area of the page, since they're only interested in getting LO
itself.
But when you want to download multiple languages at once, then
expanding the list and just "click-as-many-links-as-you-can" is more
convenient than having to go to the dropdown, change language, click
on the link, click the dropdown, change language, click on the
link,....
I think the text of that link is misleading ATM. I would have never
guessed that it acually expands to the full list of files, if not for
this email.
IMO what could at least be done is:
1) its text changed (e.g. "All files")
2) href attribute changed to some local anchor (the id of the ul that it
shows)
3) some visual clue that it expands added
4) ideally, it would be made to also work with JS turned off.
