Well, as you're the coordinator it is up to you :-)
Either find additional coordinators to help out or to start right away
with gathering the info.
Get someone to look through the archives and collect all the people
who did volunteer to help out moderating a forum (or do it yourself,
but as also written in the wiki: Being coordinator doesn't mean you
have to do all by yourself. If you can get other people to help with
specific tasks, it is all the better)
You can also start right away with trying to define the initial forum
layout (what categories/initial forums to have, see also the other
post from a couple of minutes ago). How you do it is up to you/any
other coordinators.
I see you found the URL to the uber-secret installation of jforum[1]
:-) - so you might have noticed that jforum's mascot character is a
squirrel. If you want, you can also cover the visual stuff and have
people create a forum-logo that includes a squirrel and also have
people come up with a better/nicer color-scheme. (but that's not of
that much importance right now from my POV, getting the other aspects
sorted out is essential, the design stuff is nice-to-have)
It is your choice whether you want to make use of the forum to create
the initial structure or whether to only use the mailinglists or other
means. (Just make sure that noone will come complaining "but nobody
did ask for *my* opinion" afterwards)

different forum-software that was done in the past, so don't pay too
much attention to what is on there
