Couldn't this palette be generated at run-time by code?

Possible for this particular palette but for none of the others. Palettes are
usually done to have a set of predefined colors. When your interest is to
access a calculated value there is always the option to enter the RGB code.

Christoph explained the reasoning behind the LibreColor palette in the mailing
list, referenced in comment 0.
