Yes, but Oracle required me to create a user account [with valid email and postal address for their mailings] before they would let me download any files. near the bottom of the following page, you can download the Windows version of the JREs without needing to create the account. http://libreoffice-na.us/English/install.html

I sure do not like to give Oracle my name, address, phone, email, etc., etc., just to download a JRE. I do not know how many others would like that either.

Have you installed Java before, on your Windows computer? I know that if you do not have Java installed, the previous Windows LO installer [3.4.2, or was it 3.3.4] keeps going in a loop until it sees that there is Java on the machine. Most people would say that the installer was crashing during the in install
process, if they got into that install loop.

Java version 6 update 23 works, but have been having issues with the later Sun/Oracle Java runtime engines. Since Oracle's site has update 27, here is a
copy of that version.

If you have had LibreOffice installed before, and the JRE installed as well, I do not have a clue. I use Ubuntu by default, and only know about the loop while
installing LO on a XP system that never had LO or OOo installed.
