If I understand you correctly, this should be fairly easy:
o Open your .csv document in Calc.
o Apply the filter. (I'm assuming you know how to do this.)
o Now copy the range of filtered material.
o Either open a new spreadsheet document or insert a new sheet into
the existing one.
o Paste the copied material into the new document or sheet. Notice
that the copy action copied only the visible, filtered cells.
o Save the new document or sheet in .csv format: in either case,
only the active sheet will be saved.

As has already been suggested, you can achieve the filtering and
copying in one action (provided you have selected the appropriate
range of material) by clicking the More button in the Filter dialogue
and then using Copy results to... to copy the filtered results to
another sheet.
