Since csv is a database exchange format, Base would be the office component to do this in the most convenient ways.

In Calc, you can import your source file into a blank sheet of a regular spreadsheet document with more than one sheet (Insert>Sheet From File...).
Then Data>Filter>Standard... specify criteria
[More Options] Copy Result to: OtherSheet.A1.
