Not speaking for phpBB, but for the jforum one: It would be up to us
(The Document Foundation/the LibreOffice project) to provide any
missing translations.

The main libreoffice site doesn't have language autodetection (as the
translations feature isn't used on www.libreoffice.org) - but yes, at
least for jForum it is possible to do auto-detecting for anonymous
users (users that have an accound set their preferred language in the
Profile, so they will always get translated version)

Currently it is not clear on how the different languages will be
organized in the end.
I (with JForum in mind) - would prefer if it would be completely
different forums, but with shared login across all languages. I.e.
there would be
forum.libreoffice.org/en forum.libreoffice.org/pt-BR
forum.libreoffice.org/de, etc.
Each of the forums could get a link/dropdown to the others of course,
and the landing page (forum.libreoffice.org/ would be similar to the
one at user.services.openoffice.org)

When you log in to either of the ones, you are logged in in all the others.

The people currently working on the phpBB testinstallation seem to
favor a "subcategories" approach, i.e. you got one single forum, with
the languages as categories, and the individual languages' categories
as subcategories.

No, my impression is to start over with an empty forum. This will be
faster than to delete the testing messages manually.

Not sure in what direction this is to be interpreted.
Are you saying that people would be more willing to test when the
messages are kept/preserved?
Or are you saying that people will be more willing to play around when
they know the stuff they type in will not be kept?
