I think that we should use "free software license, preferably copyleft", avoiding references to terms which are specific of a family of licenses (like permissive, or GPL compatible, or OSI compatible). I would bring the discussion on the steering-discuss mailing list though as there are people who know licensing issues better than me and can provide useful suggestions.
