If you go to -

And you click on the words "Main Installer" a box opens saying ...

Opening LibO_3.6.3_Win_x86_install_multi.msi
You have chosen to open
LibO_3.6.3_Win_x86_install_multi.msi
which is a: MSI file (204Mb)
from: http//tdf.saix.net

And the MSI file downloads.
