Well, you can simply click on "Main installer" link to start downloading msi 
file (just like exe, I don't know exact differences). There are direct links:

As for BitTorrent - this is peer-to-peer network used to share files. Basically 
each user that downloads file also shares it with other users of network. This 
way download is decentralized. This takes stress out of The Document 
Foundation servers, making them use less resources and pay less money for 
maintenance. Also, this is environment friendly and makes our planet greener 
;) .
To start using bittorrent, you just need dedicated application (called 
"client"). There are plenty of these for each operating system out there. Just 
search web for "<name of OS> torrent client".
