I think is getting ahead of themselves, since that money could be for
other matters, including PLIO infrastructure.
However, if I as a contributor, I donated $100 dollars of that money,
specifically for OOo, then the PLIO would have to show me proof that the
money was used for that particular use. Now imagine if there were 50-100
people who had donated a small amount of money, then the task of making
sure that the funds donated for OOo would become monumental unless the
budget items were configured to show this breakdown.
Well that is the key, donations (IMHO) dont have a specified target.
You can your same argument about donating $100 specifically for the
data pilot in Calc. Unless he specifically mentions it on his paypal
donation notes, it would be very difficult to know what was the $100
for or how exactly show and proof that the money was used for that.
In my experience I haven't recieved any notes on the use of their 5
/25 bucks. Even large donations are vagely specified the target. I
remember an organization donated $500 because we won a price. They
only wanted some letter from the community that we won. But usually
that is how far it has gone about strings attached to the donation.
Another thing is to update their group mission to not focus on OOo
exclusively, whcih many already did for matters related to other
related things like ODF. Many Document Freedom Day events, they use
their 'OOo budget' to promote ODF in their country.
