What are those oxttools and where to get them?

Tools for assembling extensions for LibreOffice, particularly
dictionaries and the like.  They're available at
https://github.com/silnrsi/oxttools .  It looks as though there may be
some tools for assembling dictionaries, but I haven't dug deeply into
them.
