Is this an unintended side-effect of Libreoffice being pulled by
launchpad?

Well, it is at least a side-effect. The file contains the additional
strings we use from ooo-build, that have never been translated in
OOo. 
But I wonder why launchpad has German translation at 0% .. it is
at 100% in LibO repositories.


If so, this looks dangerously official. If launchpad is not intended to be
used, this should be disabled so as not to cause any confusion/duplication
of labor.

Should be no problem for the next weeks. After this we have to change
our l10n process anyway - so at least from this date on, launchpad
should stop pulling our translations (unless ubuntu wants to take care
about 500k words of translation).
