different folders for the various "activities" or "departments" of that

will the new template manager layout deal with such a business workflow
? And how will the Sales department know the difference from a
ReminderLetter template to that of the same name used by the Accounts
department ?

The folders are shown as categories (on the top right), and you can filter by category so that only 
templates from the selected category are shown.

Maybe there is some confusion about Template Manager and the Templates view in the start center.
What I'm talking about is the Template Manager.
