The new idea is good, but I guess putting the green area "Creat new" to
the
left side seems better.

I am not a designer but I find aesthetically more pleasant on the right
side. 

But maybe this is because my brain is formatted  to start reading from the
left. 

From a usability perspective it seems more logic to have the recently opened
files displayed first and then the option to create a new one.

Could the green panel be located on the right for LTR languages and on the
left for RTL languages? (i.e. the location of the green panel would depend
on the UI language :) )

Maybe that is too much to ask? :)
