There are three ways:
- You look on the left menubar: Special:Upload
- Follow this link: http://wiki.documentfoundation.org/Special:Upload
- you write on the wiki page the link to the file:
e.g [[Image:AdoptVamsi01.png]]
, make a preview and click on the read link (right click and new tab to not loose the preview). There you will be asked to upload the file. 

Of course you must be logged in.
