OK, that's what I suspected would be the case.

The 32-bit JRE is installed to C:\Program Files\Java\jre7 (or Program
Files (x86) on 64-bit).

At the end of the installation, a copy of java.exe, javaw.exe and
javaws.exe are placed into C:\Windows\system32 (or C:\Windows\SysWOW64
on 64-bit, 64-bit versions go into system32).

Several Windows registry entries are supposed to keep it all sorted. But
IMHO they don't.

So as an alternative, I routinely suggest folks delete the 

java.exe, 
javaw.exe,
javaws.exe 

from the C:\Windows\system32 folder (they're just copies). 

And then I suggest folks establish a proper entry in the system PATH
variable so that all programs resolve the location to C:\Program
Files\Java\jre7\bin.

By convention, we can make use of a JAVA_HOME variable set to C:\Program
Files\Java\jre7, and with that set, append %JAVA_HOME%\bin to the PATH
variable. Either way, so long as the JRE bin is present in the system
PATH.

When "adjusted" like this, enable the Java Access Bridge with "jabswitch
/enable" from a command prompt.

More important, all the COM objects and DLLs needed for Java
Accessibility are properly available to the JRE and things just work.
Although I think there are problems with the quality and consistency of
the LibreOffice AT implementation in Windows (i.e. a lot of AT features
are not correctly implemented for Windows using JAB).

Hmmm, what does entering "where java" at a command window return?

By command window do I assume correctly that you mean the command
prompt?

I get c:\windows\system32\java.exe

As to "where jabswitch" I get
Info could not find files for the given patterns Very odd.

What about "where jabswitch" at the same command prompt?
