Antwoord: nee. OOXML is geen open standaard maar een gotspe.

En: zou dit ook gelden voor

Zeker niet direct.
Maar het zal wel de mensen bij die instellingen helpen, die zich
inzetten voor een zinnige, op open standaarden en open source gebaseerde
ICT.
