おっしゃるとおり、セルの書式設定で基準線を設定するとセル内でおとなしく回転しますね。

セルの書式設定で一度基準線を設定してやると、サイドバープロパティーからの操作でもうまく回転するようです。

このサイドバーのプロパティー設定に基準線指定の設定が無いので勝手な動きをするのかもしれませんね。
