The release plan is a technical thing, maybe a bit of interest for
marketing.
So, more for the internal use than for the wider public and for that reason
not linked at our homepage, as all the wiki things.

Side note: I feel it is time to change the title picture of
http://www.libreoffice.org/ to reflect
the population of the world in which LibO is distributed. I received
negative comments in Japan.

Which picture do you mean exactly?
The "Fun project" slide on the front page shows people also from Asia.
