Who should I be in contact to get this done?
Well - assuming that you do create those pages yourself, all you need
to do is to create a login on the site so you can be granted access...

you can have qa.libreoffice.org site if you want, or if you prefer
just a page on the www.libreoffice.org site..
ciao
Christian
If you are still interested in putting it on the LibreOffice website,
I would go for the qa subsite. It will allow you to develop it more as
what you want as well as add additional pages.
Silverstripe is easy to use and should not give anyone with access to
the qa subsite any problems to work with.
Cheers,
Marc
Let me talk to Robinson to see if he would be able to do this. I don't
have the technical skills, just wanted to present an idea that we
discussed during our call and all agreed it would be a good way to
increase community "togetherness". I'll get back to you guys after I
discuss this with Qubit
Best,
Joel
