If that page is not to replace libreoffice.org's opening page, but be a page just for the release of the 4.0.0 line, then it might work. That is one use of a "marketing portal" as I learned it in my college marketing class just around the time of the beginnings of the Internet "craze" as it was called back then before "everybody" moved to it for "everything".
As I said, it looks interesting, but it would not work as a replacement for the workhorse pages that LO's current page "system" is.
