What is the reason that you have created a new home page? Are you part 
of Camille's group that was tasked to do this? His group did not use our 
live site for testing purposes.

Is there a reason why we are doing this on our live site? We are trying 
to keep non-essential files off our live site. This type of action will 
only add to the confusion and we will end up with files where we will 
not know if they are there for legacy reasons or for any other important 
reason.

I am not in favour of using our live site this way. I believe we have a 
sandbox site or another staging site for this, but even then, IMO, I 
think that we (website team) should first see a wiki page with 
information on such a proposal from the person(s) suggesting this before 
going on to a real web page.

It's great that you are doing this, but, please, let's not use our live 
site this way unless there is a good reason.
