This is essentially the Flagged Revisions extension:

That is what Flagged Revisions does :-) You can set it up so that all
contribs have to be vetted, and only named wiki admins have rights to
approve edits.... or you can set it so that all new contributors have all
edits vetted by admins until X days have passed or X edits. After the
period has passed they get vetting rights... or their contribs are
auto-approved... or or or.... its pretty flexible.
