I don't believe that it this is a conventional treatment of a citation 
where when you cite a reference that the reference itself comes first, 
especially one of this size. You would normally put that reference at 
the bottom of the text, in this case at the bottom of the EN text, or as 
a footnote where a link would take you to the original DE text.

I really don't think this matters, it could be in any language. The TDF 
and LibreOffice global sites are EN and this should not change.

Also, when you say the «English version is the best possible 
translation» ... was the text offered for review by the marketing team 
or the documentation team?

Well, I am French Canadian, and would then like a FR version of it too 
... you can very well see that this argument will lead to more of this 
from any other language group. As far as I know the project is not a DE 
project but an international project with it main functioning language 
in international English. If German visitors want to see the original 
text, then they can visit the reference link.

Yes, and that is the proper treatment for a reference.

No, a link to the DE would be better and, more to the point, this is 
what it should reflect. The pages should remain EN. And yes, there 
should be a short paragraph indicating that the statutes root are from a 
DE document as the TDF was registered in DE.

Sorry for being this picky, but the site needs to keep to its mandated 
mission statement as well as adhere to its own conventions.
