So as I understand it, the plan is to review extensions before
making them publicly available? I was looking into
http://addons.mozilla.org a bit more, how they handle the problem of
user-supplied software - which might be a bit more tricky than just
hosting textual content (i.e. the potential to harm a downloader's 
system).

I consider their process much too heavy-weight, but maybe we can
cherry-pick ideas from there - and at any rate, TDF should disclaim
warranty and liability for third-party software, that we make
available through our site.
