Hi :)
The LibreOffice download page does ask for donations but you can
ignore that and just get the download.

It is a huge help and very much appreciated when people do donate.  It
costs a lot to keep the servers running and administer all the
infrastructure and annual accountancy fees, legal costs and all the
rest that registered companies/charities have to pay for.  There are
many ways of donating.  Many people on this mailing list donate vast
amounts of their time to helping in the community.

There are 2 downloads on the page.  After the largest one has
downloaded double-click on it and it should install.  Windows 8 might
display a pop-up dialogue-box asking you to confirm that you really
want to install this non-Microsoft program.  Sometimes it hides that
dialogue-box under all the other windows that you have open on your
screen.  You can minimise them or hunt along the taskbar at the bottom
of the screen to find the dialogue-box either way.

Similarly with the tiny download.

If you install the tiny download before the larger one then just
double-click on the smaller one again to reinstall it.  Somewhere in
the smaller one's title/name is the word "help" or "help pack".  It is
just the help-files for when you click on the blue question-mark
inside LibreOffice.  So you don't HAVE to install it but it's usually
quite useful.

It helps if you do the downloading on the machine that you want to
install onto.  However in your case you can just use any Windows
machine to do the download.  The LibreOffice website cleverly detects
which Operating System you are using and gives you the appropriate
download for that machine.  Afaik there are 3 different versions;  1
for all different versions of Windows, 1 for Gnu&Linux&Bsd&Mac, and 1
for Android.

& similarly, I've no idea how to utilise i.e. actually set up LibreOffice
albeit that I've sent the following yesterday

We are all volunteers located in numerous time zones around the world.

please I really do need your basic help e.g.

having downloaded OfficeLibre yesterday (sunday)

The software is called LibreOffice (Libre = freedom), not OfficeLibre
and you should only download from the official website:
https://www.libreoffice.org/download/

I'm afraid I'm unable to make it work i.e.

on this Toshiba Laptop
via it's Windows 8.1 OS

e.g. there seems to be no installation wizard
       nor a suitable app
       & anyway I just got a message to say
       I could not install it* on this computer

* that's the app/icon, or do they mean the
  the whole OfficeLibre?!

Unfortunately, people are being indoctrinated into this "App" nonsense.
You download the installation file from the above link and install the
software as per the instructions shown here:
https://www.libreoffice.org/get-help/install-howto/windows/

Once you have installed the software it will appear in your list of
available programs (What MS calls your Apps).

Perhaps I'm doing something wrong
but I've already wasted several hours
& have bought an icon, as confirmed
by Microsoft in an email (I can't reply to)

This does not make sense. You should _NOT_ buy anything from anyone,
including Microsoft, in order to use LibreOffice.
