You can't turn it off. This change was introduced in commit #7e862a2dff0941678cc57b9fe796803874096ba0 (<http://cgit.freedesktop.org/libreoffice/core/commit/?id=7e862a2dff0941678cc57b9fe796803874096ba0>) Change affects only tbcontrl.cxx file; there you can see current one: http://cgit.freedesktop.org/libreoffice/core/tree/svx/source/tbxctrls/tbcontrl.cxx If you care to read source code, you will notice that there are no conditional statements that would check if anything should really be done.
