This is not a new feature. I have seen in in Writer since OOo 2.0
or before.
What you want to remove is a tool in one of the toolbars. You can
hide this menu by right clicking between any of the tools in that
toolbar. Click "Visible Buttons" in the pop up window. Then select"Apply
style". That should hide it.
