It is a constant annoyance, if there is no solution, I will be switching to Apache's OO.I am not seeing the behavior you are reporting with LO 3.5.6.2 Build ID: 350m1(Build:2) on Ubuntu 12.04
I have LO 3.5.5.3, and it also has this problem. Clearly, that was changed in 3.5.6.x. I also have 3.6.0.4 installed. This problem has been remove from it also. Another point, the other complaint about the text outline that was introduced in 3.5.0.x has also been removed. Text outline is now a narrow light gray line. Seems that someone listened to our complaints and changed this behavior back to what it had been from the beginning.

Using LO 3.5.3.2, everytime I'm near the top of a page in Writer, a blue line appears and the words "Header (Default)" inviting me to type in the header field. Likewise with the footer when I'm near the bottom of the page. Is there any way to turn this behavior off?Unfortunately not. You may add a comment to Bug 46141 - UI: Header/footer prompts should only appear if user clicks in header/footer area https://bugs.freedesktop.org/show_bug.cgi?id=46141 mjk
