I think this would be a good idea when a large group (such as this one 
-- the UK government) is looking into adopting ODF as it's main file 
format. I think it would be a good idea to offer a couple days' of 
congress, forums or workshop to explain the file format, demystify it's 
advantages/disadvantages. The target audience could then not only be 
that of the government agencies, but also of its partners. That way, 
more groups would benefit of the sessions. In the case of this 
particular magazine article, the congress would have to take place in a 
central location such as London UK.
