Instead of trying to work it around Library/School budgets, please consider
setting it up as a "Donate a set of our latest docs to local libraries"
Public libraries will typically always accept donation, including the
Installation DVD as well would always be a good choice. Public School
Libraries will also typically accept donations as well. This could be
organized around important documentation release milestones like bringing
all guides up to 4.x! Or when a new release such as 4.2 is released. I
personally like the idea of doing this when new releases are released.
Since that is slated to happen twice a year it would help to run it in
conjunction with the release and advertise on the download page. "Spread
the software and the knowledge to use it."

Doing this twice a year with each new functionality release would help to
eventually get at least get a set on docs in each library.

A special getting started Guide could also be produced for this as well by
possibly expanding the current getting started guide providing a highlight
of new features and including the DVD Installer with soft copy docs to cut
down costs to help spread this to more locations!

One nice thing about doing it this way is that it can be also marketed with
an emphasis on "Purchase yourself a set and store them at your local
library so all can enjoy" emphasizing they are of course available to the
person who donated them as well in the case of Public Libraries.

Free and Open Source Software F/OSS is free as in freedom to improve
availability and reduce the Total Cost of Ownership TCO of software and
firmware though shared maintenance, it is the freedom of interoperable
innovation through shared Research and Development R&D costs, it is the
