It's fine in the UK too.  

There is some weird thing about the charity being able claim back any tax paid as long as the 
person making the donation has agreed to that.  I'm not quite sure how that fits in with charitable 
donations being tax-deductible but i would guess that only 1 side of the donation gets the bonus 
and i guess that's why you have to agree with the person making the donation if you are going to 
claim tax-back.  

I think most places just forget about it unless they get a particularly large donation from a 
single source.

solicit (request) donations from the public. However, Australians can

I do not think in the US there are any restrictions about giving money
to any organization (Wikipedia, TDF, etc).

The primary legal issue is if the donation is tax deductible; is the
group a recognized charity by the IRS and properly organized according
to Federal and State laws governing charities in the US.

I suspect many countries have similar laws/attitudes of you can give to
anyone (or group) but can only claim tax deductions to locally
registered non-profits/charities.
