Yes, I oppose. Reusing codes is never a good idea and creates confusion,
the more as sat-IN was also usable as document content language tag with
even locale data being available and a plain 'sat' does a fallback to
the sat-IN locale.

The proper solution is to use sat-Olck, and would be to request a new
known built-in language/locale as per

Submitting a bug for that is now unnecessary as I'm aware of the
situation, I'll add sat-Olck with its sat-Olck-IN locale derived from
sat-IN (someone will have to retranslate day and month names and the few
locale dependent keywords then).

Later we might also want to retag sat-IN to sat-Deva-IN if sat-Olck is
more widespread as it seems, but it's not strictly necessary.
