Sveinn those are the exact folders that I was looking for.
Also, I do find it a bit weird that I couldn't even find the 'gn' package
on the pre-release packages.
Is there anything I can do?

Most important folders ? Depends a little on how you want to tackle the
rest. Do you want first to progress with the apparent UI of the application
interfaces (folders sw, sd, sc and more) or do you first want to complete
the setup (fx. folder desktop), then what's needed to open/save files,
etc...?

sw: Writer
sd: Draw/Impress
sc: Calc
cui/officecfg: configuration UI
setup_native/readlicence/desktop: used during installation
instsetoo_native: Windows MSI installation
I don't think there is a completion limit before language-packs are
issued, mainly because those are an indispensable tool for translators to
see their work in action. Initially your lang-pack will be published along
it's corresponding development version; install that to see your progress.
But be aware that for some builds there's yet another language-pack called
Key-ID (file extension .qtz); this gives you the en_US UI along with
reference code for each item. The code is meant to help searching for the
exact location of those items (where, in which .po-file).
