Let's draw that arbitrary line of coverage at... let's see, 75% (in
the UI project only, not counting Help).

I would say that having exactly the same set of UI languages as we have
in Windows installer should be the natural choice, and doing otherwise
in an installer for another OS would be inconsistent.
