Arbitrary language tags can be entered only in the "Western" [sic] language combobox, the CTL and CJK languages are listboxes only to choose from predefined sets. That is because internally we don't have a mechanism yet to flag a language as being CTL or CJK and have that automatically recognized wherever needed. The trick of copying inserting the language in the .xml files does not work well. If I have some text with khb-CN as the language and region and then try to set the language for a greater expanse of text, khb-CN does not come up in the menu.
