performance enhancements for cygwin make

Hi

I'm having a bash at this - mostly I copied and simplified thecorresponding code from the GNU touch utility.

But I want to add windows32-specific enhancements, and I'm struggling tofigure out how to build gmake with the WINDOWS32 define turned on, so itcompiles the windows-specific stuff.


I'm building under cygwin with gcc.

Anybody have any ideas?
