Hi

I'm having a bash at this - mostly I copied and simplified the
corresponding code from the GNU touch utility.

But I want to add windows32-specific enhancements, and I'm struggling to
figure out how to build gmake with the WINDOWS32 define turned on, so it
compiles the windows-specific stuff.

I'm building under cygwin with gcc.

we use cygwin make, which is to say make believes it runs on UNIX, and
does not use the Windows stuff. you are welcome to try to build LO with
a native Windows make, but you should not expect it to work.
