Ok, I checked the released sources. The good news is that there is asrc/win32.mak nmake file that produces a standalone libpq. Not surewhether static or dynamic but that should be easy to change.

Not sure though whether it build with MSVC 2008 that we use, but shouldbe adaptable I guess.

The source tarball is 14MB (on the higher side, but still smaller thenour sources).
