Ok, I checked the released sources. The good news is that there is a src/win32.mak nmake file that produces a standalone libpq. Not sure whether static or dynamic but that should be easy to change.

Not sure though whether it build with MSVC 2008 that we use, but should be adaptable I guess.

The source tarball is 14MB (on the higher side, but still smaller then our sources).
