of the start center while the screenshot shows Draw and talks about a PDF
exporter. So your idea is unclear to me.

Sure, it does.

I'd start with the use case/scenario and issues/paint points.

Depends on what you change. The theming is available as extension, and the UI
can be changed but not via extensions. The start center is a very basic tool,
AFAIK since it has no relation to the visual component library (VCL) that makes
LibreOffice blend into the OS/desktop environment.
• Are there any design or UX guidelines I should be aware of before starting development?

that eventually will solve dark mode and theming problems.
