In a nutshell: "The basic idea is a modern, clean Start Center that still feels 
clearly like LibreOffice. The concept includes:..." lists the existing features 
of the start center while the screenshot shows Draw and talks about a PDF 
exporter. So your idea is unclear to me.

Looking at the screenshots on 
https://github.com/RP-LibreStudio/LibreOffice-Draw-PDF-Dark-Theme it's not my 
taste. Neither the toolbar with small icons having and no visual structure nor

And actually I wonder what you want to change. We have a dark mode (with or 
without dark document canvas). And there is are simple UI variants too. Plus, 
this is not the start center :-).

Sure, it does.

I'd start with the use case/scenario and issues/paint points.

Depends on what you change. The theming is available as extension, and the UI 
can be changed but not via extensions. The start center is a very basic tool, 
AFAIK since it has no relation to the visual component library (VCL) that makes 
LibreOffice blend into the OS/desktop environment.

Draw UI, and https://bugs.documentfoundation.org/show_bug.cgi?id=153293 about 
the Dark Mode.

And last but not least, TDF developers are working on a major change for the VCL 
that eventually will solve dark mode and theming problems.
