which is so close to what you described that I thought you were talking about improving it. I

Seems connected to the bugzilla DB, is it already fully functional ?
I think it is functional, yes.

When/How will it be translatable ?
It's a suprisingly complex question and I believe it is covered here 
http://wiki.documentfoundation.org/Bug_Submission_Assistant#Internationalization
I don't know when or by who it will be implemented. There is a little bit of javascript development 
and some organization involved. Hopefully someone with these skills will help out.
