thanks for the additional details.
On https://www.libreoffice.org/download/portable-versions/ , I see this 
mentioned:

"LibreOffice is packaged for portable use by PortableApps.com with 
permission and assistance from The Document Foundation. For more 
information and support please visit this page (for the latest 
LibreOffice Portable) and this page (for previous versions)."

And the link for support for the latest version is this one:
https://portableapps.com/apps/office/libreoffice_portable

If this is a problem specific to the portable version, I think it might 
be best to discuss it there. The above-mentioned site has a link to the 
forum:
https://portableapps.com/forums/support/libreoffice_portable

There is also one existing thread there that might be related:

It mentions that with version 25.2.1, a file opened immediately, but 
with 25.2.2, it took the reporter 10-12 seconds, which sounds like it 
might be the same or a similar problem as the one you have.

Does that thread help in any way?

Otherwise, do you think you could report the problem in the forum there 
and see whether somebody may have more ideas/insights?
