Hoffentlich kluge Antwort:
IMHO bedeutet "New": Bugreport wurde "neu" eingestellt. Damit ist keine Wertung verbunden, ob es sich wirklich um einen Bug handelt. 

IMHO bedeutet "Verified": Bug wurde definitiv richtig abgearbeitet.
Offizielle Erklärung: Closed Bugs -> QA has looked at the bug and the resolution and agrees that the appropriate resolution has been taken. This is the final status for bugs.
