I do know of many people who use a computer offline most times. Also, if
the user has dial-up Internet access, then it would be better if we can
provide everything he would need so we can limit is use of the slow
download speeds to get only the things he might need, not what he should
get for his LibreOffice "experience".

I think the image licence allows you to grab them from the website and to put them on the DVD. Unless anyone knows differently. You could then have the same images as found on the website and it will add some conformity to the DVD and what they would find on the official site.
