Ik denk dat het probleem hier in zit:

When a |<group by clause>| is used, only the columns used in the |<group 
by clause>| or expressions used there, can be used in the |<select 
list>|, together with any |<aggregate function>| on other columns. In 
other words, the column names or expressions listed in the GROUP BY 
cluase dictate what can be used in the |<select list>|. After the rows 
of the table formed by the |<from clause>| and the |<where clause>| are 
finalised, the grouping operation groups together the rows that have the 
same values in the columns of the |<group by clause>|. Then any 
|<aggregate function>| in the |<select list>| is performed on each 
group, and for each group, a row is formed that contains the values of 
the columns of the |<group by clause>| and the values returned from each 
|<aggregate function>|.

Onderstaand werkt wel:

SELECT "Kostenplaats", SUM( "Bedrag" ) FROM "ASNDPK" GROUP BY 
"Kostenplaats" ORDER BY "Kostenplaats" ASC
